North Carolina Septic Regulations

North Carolina regulates on-site wastewater systems through the NC Department of Health and Human Services (DHHS) and local county health departments. All septic systems require a permit before installation, and soil evaluations must be conducted by authorized agents.

Permits

An Improvement Permit (IP) is required before any septic system can be installed. The permit is issued by the local county health department after a site evaluation. A Construction Authorization (CA) must also be obtained before construction begins. Permits are valid for 5 years.

Inspections

Inspections are required at the time of installation and before the system is covered. For real estate transactions, an Operation Permit inspection is recommended. Advanced systems (such as sand filters or drip irrigation) require annual inspections and maintenance contracts.
